		<description>I think it shows an incredible short sightedness on the part of many Western HEI&#039;s.  It also shows how completely oblivious they are to Chinese govt objectives.  

The key objectives of PRC are capacity building (Nottingham, LXJTU) at one end, and technology/knowledge transfer at the other.  Western Uni&#039;s may say that they are there because China needs them, but really they are only there to turn a quick buck (even though the law forbids redistribution of surpluses).   

Universities need to understand more than simple Chinese business skills, they need to understand what it is the Chinese want from them.  If they don&#039;t how can they ever negotiatie market access.  

Did you publihs the law review??  Where can I find a copy??

		<description>It&#039;s not exactly a foreign school in China, but CEIBS in Shanghai seems to be very successful.  It would be interesting to see an examination of what makes them stand apart.</description>
